LAUSANNE — The World Aquatics Foundation launches the Emerging Leaders Programme, a new initiative designed to empower young individuals aged 14 to 18 to become advocates for water safety, environmental responsibility, and positive community engagement.

The programme is a collaborative effort with WeSwim, founded by Ian Zhang, and Step Into Swim, founded by Olympic Champion and International Swimming Hall of Fame member Rowdy Gaines. Through this initiative, participants will benefit from structured mentorship, educational masterclasses, and opportunities to implement projects that address water safety, community development, and sustainable practices.

World Aquatics Foundation Chair Dale Neuburger said:

WeSwim founder Ian Zhang commented:

"Drowning prevention is a cause that is deeply personal to me. This programme offers a platform for young leaders to collaborate, learn from one another, and take meaningful action in their communities. Through peer-to-peer development, these Emerging Leaders will not only enhance their skills but also promote water safety as a critical life skill."

Step Into Swim founder and three-time Olympic gold medallist and six-time world champion Rowdy Gaines stated:

"Swimming has the power to transform lives and prevent tragedies. Through Step Into Swim, we have worked to make swimming accessible to all. The Emerging Leaders Programme extends this mission to a global audience as these young leaders will combine their creativity, passion, and leadership to make a tangible impact in their communities."

The Emerging Leaders Programme will initially engage participants from China, Europe, and the United States. Each selected Emerging Leader will participate in a one-year programme activated around the World Aquatics Swimming World Cup. The structure includes:

Phase 1: Onboarding and Virtual Learning – Masterclasses covering aquatic sports that emphasise Olympic values, water safety, youth leadership, digital storytelling, and responsible social media use. Participants receive mentorship from Ian Zhang, Rowdy Gaines, and other experts.

Phase 2: Local Projects and Digital Challenges – Implementation of community-based initiatives supported by a digital creativity toolkit and expert coaching focused on content creation and storytelling. World Aquatics will share participant campaign projects through short-form digital content across World Aquatics channels.

Phase 3: Online Showcase and Recognition – Projects and content are featured on a World Aquatics Youth Digital Wall of Fame, with awards recognising impact and communication excellence.

The programme represents a strategic effort by the World Aquatics Foundation to cultivate youth engagement and international collaboration while advancing water safety, environmental awareness, and leadership development.
