At the heart of the initiative is a comprehensive NF Survey and Assessment Framework, conducted every four years. It is designed as both a development tool and a benchmark, helping NFs to understand where they currently stand, while supporting World Aquatics’ efforts target support where it can make the greatest difference.

A holistic view of Federation development

The survey is built around five key pillars that together capture what makes a NF strong, sustainable and able to support the growth of athletes, coaches and communities: Governance, Administration, Development, Competition Management and International Representation.

The framework accounts for different realities faced by NFs around the world, meaning future development programmes, recommendations and resources can be more targeted and more closely aligned with the specific needs of each Federation.

A tool for self-reflection, not just data collection

The survey is equally designed as a self-evaluation tool for Federations themselves. By working through the five pillars, NFs can identify their existing strengths, recognise areas that need further development, and reflect on the policies, processes and systems required to build more efficient, sustainable organisations. These insights can then inform their own future planning.

From information to action

The survey features 210 questions across the five pillars, and a key feature of its methodology is that each of these records a benchmark response, representing the standard World Aquatics aims for Federations to reach over time. That creates a clear picture of the gap between current practice and desired development, giving both NFs and World Aquatics a concrete basis for setting priorities.

The framework itself was built through an evidence-based process, drawing on insights from the previous NF surveys before the five pillars were identified, mapped, and translated into key performance indicators and survey questions.

Building a roadmap for the next four years

The survey findings will give World Aquatics a global evidence base to shape targeted recommendations and development support, while giving each NF a clearer understanding of its own priorities and pathway forward.

By understanding the different starting points, challenges and opportunities across its global membership, World Aquatics aims to work with NFs to strengthen the foundations of aquatic sport, from governance and administration to athlete development, competition structures, and international representation.
