At the World Aquatics Ordinary General Congress, held in conjunction with the World Aquatics Championships and Masters Championships – Singapore 2025, the National Federations attending overwhelmingly approved the new World Aquatics Bureau.
The World Aquatics Bureau is composed of 39 members, plus World Aquatics President Husain Al Musallam. The Bureau includes 22 Continental Representatives, 16 World-at-Large Representatives, and the Chair of the Athletes’ Committee.*
Outgoing World Aquatics First Vice President Sam Ramsamy of South Africa received the World Aquatics Order of Merit from former International Olympic Committee (IOC) President and Olympic fencing champion Thomas Bach of Germany.
Matthew Dunn, an eight-time gold medallist at the World Swimming Championships (25m) and four-time Commonwealth Games champion, has been elevated from World Aquatics Second Vice President to First Vice President. Dunn, who also serves as a World Aquatics Continental Representative, is from Australia. European Aquatics President Antonio Silva of Portugal was confirmed as the new World Aquatics Second Vice President during today’s General Congress. Their appointments received unanimous support from the National Federations.
Building on World Aquatics’ commitment to gender equality, 16 women now serve on the World Aquatics Bureau, bringing its gender balance to 42 percent.
World Aquatics President Al Musallam praised the outgoing Bureau members and welcomed the new Bureau, stating:
“Congratulations to Mr. Dunn and Mr. Silva, to all the Bureau members who have served over the past four years, and to the new Bureau members. As I said in 2021 and 2023, I want the World Aquatics family to be united around the world. I want us to work as one team. And looking at all of you now—we are a team, we are friends, we are one family without any discrimination.
“We must continue over the next four years, because our work will lay the foundation for our ultimate goal: to serve our athletes. This is what we can achieve together. I need everyone in this hall to support me and support the new Bureau. We have done this over the past four years, and we must carry it forward into the future.”
