For both women and men tournaments, 16 teams from 5 continents are included in the draw.
On the Women's field:
- 2 teams qualified from to the Water Polo World Cup 2023: UNITED STATED, NETHERLANDS
- 4 teams from the World Aquatics Championships Fukuoka 2023: SPAIN, ITALY, AUSTRALIA, HUNGARY
- 2 teams from the Americas: CANADA, BRAZIL
- 3 teams from Asia: PEOPLE'S REPUBLIC OF CHINA, KAZAKHSTAN, JAPAN (replaced by SINGAPORE)
- 1 team from Africa: SOUTH AFRICA
- 1 team from Oceania: NEW ZEALAND
- 3 teams from Europe: to be confirmed after the European Championships
On the Men's field:
- 2 teams qualified from to the Water Polo World Cup 2023: SPAIN, ITALY
- 4 teams from the World Aquatics Championships Fukuoka 2023: HUNGARY, GREECE, SERBIA, FRANCE
- 2 teams from the Americas: UNITED STATES, BRAZIL
- 3 teams from Asia: JAPAN, PEOPLE'S REPUBLIC OF CHINA, KAZAKHSTAN
- 1 team from Africa: SOUTH AFRICA
- 1 team from Oceania: AUSTRALIA

DRAW PROCEDURES
The 16 teams are split in 4 different lines and respective pots. Starting from the lower line (line 4), for each team picked, one group will be also chosen from four different pots.
